Supportive Housing Application for 11th Avenue East property up for review at tonight's Council session

An application to provide a supportive housing facility on the city's east side,  a residence which will be focused on individuals re-entering their day to day life following addiction treatment will be on the agenda for tonight's council session.

Council will be asked to review the report from City Planner Zeno Krekic and respond to the recommendations to provide for First Reading to the proposed Zoning Bylaw, as well as to instruct the applicant to hold a Community Information Meeting related to the application.

As well, Council will be asked to instruct staff to conduct referrals on the application.

As part of the background to the information to the report, the proponent of the facility to be known as 333 Trinity House outlines some of the elements of the proposal.



If approved, the property located in the 300 block of 11th Avenue East would offer up to 15 beds as well as housing amenities in two units in the form of a Recovery House, to serve as an interim safe and supportive home between rehab and mainstream society.

The Program Overview describes the Purpose of the facility as follows:

The Trinity house is a Men's Recovery House serving the North Coast and surrounding areas, villages and coastal communities to provide a safe, clean, recovery based home that will benefit the men, families, and our communities. Our goal is to provide residential recovery for men seeking long term solutions to addiction. 

Our Program emphasizes personal responsibilities and positive actions thereby reducing the need for any confrontation but rather offer support and encouragement. The Trinity House manages and maintains an affordable residential facility to enable the pursuit of a 12-step program of recovery and promote living skills and positive choices. 

The Trinity house long term vision is to support a community of recovery for men as well as for women and youth and provide, link or connect with all resources that are available.

The full review of the program provides some extensive details towards the program that Trinity House wishes to provide for the community, as well as other technical aspects related to the 11th Avenue Property that it is proposed for it.

The zoning amendment that brings it to the Council table tonight is seeking a change in the zoning from R2 Two Family Residential to RS Special Care residential.

Tonight's Council session, is but the first stage of the extensive zoning process involved for such projects and it provides Council with its first opportunity to comment publicly on the proposed use of the property.

If Council chooses to move forward with the zoning request, it will set in motion the process of consultation with the residents of the neighbourhood that is required before any final approval would be considered.
